History shows that serious incidents have occurred for a variety of reasons in all types of buildings and even in open spaces where people assemble. Many incidents could have been prevented if basic precautions had been taken.
A public building is defined as a place where members of the public usually or occasionally assemble. Public buildings can be places such as pubs, function centres, recreation centres, schools, churches and events.
