Council progresses plans for Regional Resource Recovery Park

The Shire of Broome is advancing its long-term plans for the Regional Resource Recovery Park (RRRP), while strengthening its advocacy for State and Federal Government support to deliver the critical infrastructure project.

At its September Special Meeting of Council, Council endorsed further work to review and update the project’s design, scope, costs and approvals, ensuring the Shire has current and robust information to guide future funding and delivery decisions.

The RRRP is a significant long-term infrastructure project for Broome, designed to provide future landfill capacity, community recycling and liquid waste services as the existing Buckleys Road Waste Management Facility approaches the end of its operational life.

Significant work has already been undertaken over more than a decade, including site selection, community consultation, detailed design, technical investigations and environmental approvals.

Council endorsed Site D2 on Broome–Cape Leveque Road as the preferred location for an integrated facility in 2021.

Since then, rising construction costs have significantly changed the financial requirements of the project, prompting the Shire to review its scope and staging to identify a more financially sustainable pathway while retaining the essential infrastructure required to meet Broome’s future waste management needs. 

Shire President Chris Mitchell said securing external funding remained a key priority for the Shire.

“The Regional Resource Recovery Park is critical infrastructure for Broome’s future, but it is also a significant project that requires support beyond what the Shire can reasonably fund alone,” Cr Mitchell said.

“We have continued to raise this project with both the State and Federal governments and pursue available grant opportunities, while making sure we are doing the work required by the Shire to keep the project moving forward.

“That means having up-to-date designs, approvals, costs and a clear delivery plan so when funding opportunities arise, we are in the strongest possible position to put Broome’s case forward.

“We will continue advocating for investment in this project while looking carefully at its scope and staging to find a financially responsible pathway forward.”

The Shire has actively pursued external funding for the RRRP over several years, including through ongoing engagement with State and Federal Government Ministers, ministerial advisers and funding agencies.

Applications have been submitted through the Growing Regions Program Round 2, Disaster Ready Fund Round 2 and, most recently, Disaster Ready Fund Round 4. While sufficient funding to deliver the project has not yet been secured, the Shire will continue pursuing external opportunities as updated project information becomes available.

As part of the latest decision, Council approved a $400,000 budget amendment, funded from the existing Regional Resource Recovery Park Reserve, to undertake the necessary professional and technical work.

The budget amendment has no impact on Shire ratepayers and will fund updated designs, cost planning, tender documentation, approvals and technical investigations.

The updated design, cost and approval work will help Council determine the projects preferred scope, staging and strengthen future applications for external funding.
